The UK and US have signed a landmark trade agreement that will guarantee zero duties on UK drug products being sold in the American market.

The Terms of the Pact

As part of the deal, the UK has agreed to boost expenditure on drugs through the National Health Service (NHS). This pledge secures that import taxes on these vital goods will stay at nothing for a timeframe of the next three years.

This deal is in response to previous statements to hike import taxes on branded pharmaceutical products, with potential rates discussed up to one hundred percent.

"This deal with the Britain reinforces the global environment for new treatments and brings much-needed balance to American-British pharmaceutical trade," a statement noted.

Economic Impact

Drugs constitute one of the UK's largest exports to the America, which is easily the biggest buyer for leading companies like GSK and AstraZeneca.

Trade data reveal that in the 12 months to the end of the third quarter, the UK exported medicines valued at over eleven billion pounds to the US. This figure represented 17.4% of all goods exports in that span.

"This deal secures work, stimulates funding and facilitates the UK to emerge as a global hub for medical research," a government official remarked.

Specific UK Commitments

The pact entails several notable commitments from the British government:

  • Price Threshold Increase: The UK will increase the cost ceiling at which it deems new medicines to be too expensive by a quarter.
  • Higher Drug Budget: There is a goal to raise total health service expenditure on medicines from 0.3 percent of the national economy to 0.6 percent over the coming ten years.
  • Rebate Cap: The percentage drug companies must refund to the NHS to stay within budget will be limited at 15%. Last year, refunds were more than twenty percent.

Industry Background

This agreement comes amid a protracted dispute between the pharmaceutical industry and the British authorities over drug pricing and regulatory access.

This friction were intensified by arguments that American consumers were charged a premium for the equivalent treatments than consumers in the UK and Europe.

Over the last 18 months, several major pharmaceutical investments in the UK have been paused or scrapped, while major funding commitments have been announced toward projects in the United States.

The Science Minister acknowledged that the NHS needed to invest a greater share on medicines, noting that its budget allocation on drugs had decreased as a share of its resources over the past decade.
